This policy analysis includes a review of issues relating to border enforcement and includes a set of policy recommendations that both protect the national interests of the United States and the human rights of border residents and migrants.

The report concludes that U.S. national security would be better served if undocumented labor migration were taken out of the border-security equation by reforming the U.S. immigration system to accommodate U.S. labor demand.
